Vendors without NIB/SBU are not in the OSS system. Your government project could be sued by inspectors if using illegal vendors.

Vendors without valid deed of establishment = agreements can be void by law. Disputes cannot be solved legally.
If the vendor has issues with taxes or other financial crimes, you as the client can also be investigated.
